Sifuna slams UDA–ODM committee over atalled 10-point agenda

ODM Secretary-General Edwin Sifuna has expressed deep frustration with the committee tasked with overseeing the implementation of the UDA–ODM 10-point agenda, saying it has delivered no meaningful results as the deadline approaches.

In an interview on Citizen TV on Tuesday, Sifuna said the panel has just 30 days remaining to meet its obligations before its mandate expires in March. He criticised the committee for spending time gathering public opinions instead of submitting concrete reports.

“The MOU that set up this committee is about to expire. They should be reporting their findings and not collecting views. They have 30 days to implement the MOU that ODM and the Kenya Kwanza government signed regarding the 10-point agenda,” Sifuna said.

He highlighted several areas where he says the government has not followed through on the agreement, including the delayed audit of the 2022 elections, ongoing cases of extrajudicial killings, unchecked government expenditure, and incomplete devolution of functions to county governments.

“A comprehensive evaluation of the 2022 electoral process has not happened. I challenge Agnes Zani’s committee to show where this audit has taken place. Police officers have tortured and killed young people even after signing the MOU. All government arms should reduce travel budgets by 50 per cent, yet the Deputy President had Sh340 million allocated for travel and private choppers. The national government has not completed the transfer of all devolved functions to counties. Only Sh415 billion of the promised Sh450 billion has gone to counties,” he said.

Sifuna added that the grace period previously allowed by ODM leadership has already ended.

“We agreed with Baba to give these people six months. Those six months are over. We now have only one month to understand how this committee will deliver on all 10 points. Absolutely zero has been done,” he said.

He acknowledged the committee’s role in monitoring progress but emphasised that the responsibility to implement the agenda lies squarely with the government.

“From the beginning, there was no goodwill from President Ruto to implement the MOU. The committee was supposed to monitor, but the obligations are on the government,” Sifuna said.

A joint secretariat co-led by UDA and ODM executive secretaries was also established to support the panel’s work. The committee is mandated to consult with government institutions, civil society, religious organisations, and the private sector, submit quarterly updates, and produce a final report by March 7, 2026.

Sifuna insisted that there will be no extension of the committee’s mandate beyond the agreed deadline.

“We will not accept extensions. The MOU expires on 7 March 2026. Implementation must be completed within 30 days,” he said.
